As an agency user I can't claim shifts anymore!

Since release 7.9, a change has been made where Agency users will no longer have the option to claim/submit timesheet for Direct Engagement bookings. This will now to be done either by the candidate or the trust.

Please note for non-DE bookings it will work as it currently does (i.e no changes)
